Harlem Children’s Zone, Harlem Gems Pre-K Programs   

Client: Harlem Children’s Zone, Inc.

Two- year evaluation of Harlem Children’s Zone, Harlem Gems Pre-K programs, including in-depth, targeted recommendations for ongoing improvement.  Year Two included a follow up evaluation of all Harlem Gems pre-K classrooms previously evaluated as well as initial evaluation of newest programs. Year One and Two evaluations used two standardized observation tools, the ELLCO and ECERS-R to assess the physical, social, emotional, and health/safety context of the classroom environment, as well as the literacy environment and the strategies and approaches used by staff to support children’s language and literacy development.
Enterprise Computing Community Partnership C-Path Grant   

 

 

 

Client: Marist College/National Science Foundation (NSF) 

Conduct process and impact evaluation for the Enterprise Computing Community Partnership led by Marist College, Illinois State University (ISU), North Carolina Central University (NCCU), University of Arkansas, and Widener University. Project designed to revitalize undergraduate enterprise computing education and address skills shortage encountered in large-scale computing system environments. Partners included Monroe College, San Jose State University, Stevens Institute of Technology, SUNY Binghamton, Aetna, BMC Software, Citigroup, IBM Corporation, Morgan Stanley, Progressive Insurance, Travelers Insurance, and Verizon. Ongoing evaluation of community activities and sustainability (e.g., on-line and on-site forums; on-line collaboration tool and planning document; participation of new industry mentors and internships, revised courses, articulation agreements, curriculum sharing, conference presentations, and dissemination activities).

United Way of New York City

New York City Administration for Children’s Services

Two year evaluation (mixed qualitative and quantitative approach) of United Way of NYC (UWNYC)’s and NYC’s Administration for Children’s Services (ACS) Healthy Eating for a Healthy Start (HEHS) Demonstration Project designed to increase access to healthy foods and improve nutrition health literacy for low-income families, their children, and Head Start staff to help reduce the prevalence of diet–related diseases and increase the number of healthy youth and adults; identify best practices, including sustainability, to impact nutrition policies in Head Start and Early Education Centers to prevent the incidence of obesity in young children.  Eight Head Start Centers in Brooklyn and Manhattan participated in the project.  Specialized classroom observation forms, focus group and interview protocols, surveys, and databases were designed to collect data on nutrition literacy activities, access to healthy foods, reactions to trainings, changes in attitudes and practices, and obstacles to healthy living. Year Two evaluation focused on the process of building Wellness Leadership Committees to identify and develop policies to sustain and enhance progress and provide leadership to communities in health and wellness.       
Healthy Eating for a Healthy Start Menu Rubric  United Way of New York City New York City Administration for Children’s Services In collaboration with Children’s Aid Society designed and developed a menu rubric to measure the nutritional quality of Head Start and early childhood program menus. The Menu Rubric includes 6 criteria along with sub-categories that rate menus variables from exemplary to poor, providing detailed information to guide nutritional planning and assess the quality of early childhood meals and snacks. The cutting edge Menu Rubric is undergoing content review by nutritional experts at Yale University, Teacher’s College, NYC foundations, and city agency.

Mosholu Montefiore Community Center Union Free School District of the Tarrytowns
Collaborated with clients to design and conduct formative and summative evaluations using qualitative and quantitative methods to assess and measure quality of after-school activities in relation to program goals and objectives, degree to which program promoted participants’ social development, academic achievement, and other relevant outcomes. Provided guidance in using data to support programs’ continuous improvement, including data collected through youthservices.net . Ensured the reporting of all required information through Annual Performance Report (APR).
New York State Youth Development Collaboration Demonstration Project

Federal Youth Services Bureau, a division of Health and Human Services

Case study evaluation of the Youth Development Collaboration Demonstration Project centered on answering the following six questions: (1) what was the context of youth development in NYS before September 1998? (2) how did the Federal Youth Services Bureau become integrated into the state’s existing youth services structures-procedures and what best practices were identified?  (3) what strategies, including promotional strategies, were used in developing a collaborative multi-agency approach to programs for youth? (4) what were some of the obstacles in developing, operating and sustaining the program, and building organizational capacity? (5) what impact has the program had on the state’s ability to respond to the needs of youth and their families? (6) to what extent has the ground work been laid for sustainable change in the state’s approach to youth development issues? We used a systems model, including an online survey along with qualitative case study methodology to conduct the evaluation.
New York State Alliance for Family Literacy    

 

 

 

Client: New York State Council on Children and Families

 

Evaluation study of the New York State Alliance’s two-year grant to coordinate, integrate, strengthen and expand family literacy services to meet the needs of low-income families in the state. The evaluation focused on the process of establishing successful partnerships, promoting standards, the effectiveness of public service marketing and promotional strategies, the progress and accomplishments of the Alliance and recommendations to consider in guiding future strategies. We designed both qualitative and quantitative data collection instruments administered across multiple respondents. A literature review of issues and processes involved in developing and sustaining partnerships as well as a review of research on family literacy provided a framework for reflection on Alliance activities and outcomes.  Portions of the report have been used in promotional materials and may be found on the New York State website.
“Facts on Tap” Evaluation Client: Children of Alcoholics Foundation (now Phoenix House) Multi-year evaluation focused on assessing the effectiveness of a national training program aimed at increasing awareness among college professionals and students of the special challenges faced by adult children of alcoholics.  Comprehensive national evaluation of the program included  surveys, interviews, and focus groups, using a random stratified sampling strategy.
WNED/ThinkBright’s Your Life, Your Money

LaGuardia Community College/Queens Urban Partnership GEAR UP    

 

 

 

Client: LaGuardia Community College

Participated in six-year, longitudinal evaluation of GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs), examining both program implementation and impact. GEAR UP provides both academic and social/emotional support though a wide array of services to a cohort of students from the 7th -12th grade, with the goal of increasing high school graduation and post-secondary education rates. The evaluation focused on the factors contributing to the program’s implementation in each of 6 schools, and its impacts on students’ achievement, motivation, and future educational aspirations and plans. Qualitative and quantitative research methods included focus groups, interviews, observations and descriptive and inferential analyses of grades, attendances, and test scores.
Mighty Milers Formative and Summative Evaluation   Client: New York Road Runner’s Foundation/ Michael and Susan Dell Foundation Designed and conducted a two-year formative and summative evaluation to determine how the Mighty Milers running program was being implemented in NYC sites, the impact of the program on participating students’ attitudes and health and wellness behaviors, and the effectiveness and reactions to NYRRF’s new interactive website/database reporting and networking system.  Data collection strategies included key stake-holder telephone and in-person interviews and surveys distributed and collected from over one thousand respondents. The two stand-alone Executive Summaries have been widely distributed due to extensive interest.

BUILD Initiative

The ECAC is a private/public partnership with a focus on addressing the structural issues that have impeded the development of a comprehensive system of early childhood supports and services in New York and includes current members of the Governor’s Advisory Board (Children’s Cabinet) with early childhood expertise and representatives of early care and education, health care, child welfare, and mental health programs, advocacy organization, parents, foundations, higher education, unions, state agencies and others involved in the provision of comprehensive services to young children and their families. New York became the ninth BUILD state in July 2009, integrating with ECAC. NY BUILD supports the State’s goals for a comprehensive and cohesive system of early care and education through funding portions of ECAC staff, evaluation coordinated by the Child and Family Policy Center, technical assistance liaisons and professional development opportunities. Utilized the BUILD theory of change and evaluation framework to produce case study reports related to policy and systems building. Data collection (e.g., informant interviews, network analysis, document review,) provided an overall assessment of early childhood systems building and key issues, challenges, and opportunities Build faces in its role, including its and the state’s sustainability of systems building work in a way that informs the theory of change and indicates next step options for the state in that area.

Collaborated with programs to conduct annual evaluations of family literacy programs in New York State. Methodologies included  observations, interviews, focus groups, surveys, and analysis of databases. Evaluated program components included early childhood education, parent education, adult education, and parent-child interactive literacy, Evaluations provided local programs with critical information on participant achievement results and areas of program strength and weakness. Systematic inquiries were designed to study areas of interest and need for each program, and provided in –depth research and analysis informing continuous program improvement.  Presentation of findings at American Educational Research Association annual meeting.
